I changed the calculation slightly (to a 15 day moving average) so that it is a bit more sensible. I also provide the data broken out by larger counties. The overall picture here is not good, and Governor Burgum said it was the state’s worst statistical day.

Looking at counts for deaths avoids some of the questions surrounding the positivity rates. Put bluntly it is more difficult to argue about death.
I updated the death count and comment on the natural lag in reporting that means a daily announcement of deaths and the data released for the most recent day will not always match.
The large number of deaths in September and October are consistent with the trend in positivity rates in North Dakota.
Ward county is at nearly 25% positivity in the 14 day centered moving average. I added both Ward and Williams counties to my series of county graphs.
